A van belonging to a security services provider drove by Lorong 16 Geylang towards the main road on an evening in early March. Seeing the van, a group of men who were gathering by the pavement dispersed immediately.
Minutes after the van drove off, some men from the same group began laying out makeshift tables. Another group emerged to take up positions near the tables. Wearing what appeared to be Bluetooth earpieces, the second group cast wary glances while speaking in Hokkien, as they guided punters into an area about the size of an HDB master bedroom.
